LLC accounting in Ukraine by tax system
The scope of accounting for an LLC depends on its tax system, VAT status and staff. Every LLC keeps accounting records and prepares financial statements under the Law on Accounting and Financial Reporting (Закон № 996-XIV), whichever tax system it uses. References below are to the Tax Code of Ukraine (Податковий кодекс, ПКУ) unless stated otherwise.

An LLC files its corporate income tax return once a year if its income for the previous year did not exceed UAH 40 million (sub-para. "в" of para. 137.5). A company registered during the year also reports annually for that year (sub-para. "а" of para. 137.5). Other LLCs file cumulative returns for the quarter, half-year, nine months and year (para. 137.4).
Accounting for a foreign-owned LLC
A Ukrainian LLC owned by a foreign company normally works on the general system. The simplified system is closed to a company in which legal entities that do not pay the single tax hold 25% or more of the charter capital (sub-para. 291.5.5).
For other LLCs, Group 3 of the single tax is available up to 1,167 minimum wages of income per year (sub-para. 3 of para. 291.4): UAH 10,091,049 in 2026, with the minimum wage at UAH 8,647 (Art. 8 of the State Budget Law for 2026, № 4695-IX). A Group 3 LLC also pays a 1% military levy on income (sub-para. 1.3 of para. 16-1, subsection 10, section XX). VAT registration becomes mandatory for an LLC on the general system once taxable supplies over the last 12 calendar months exceed UAH 1,000,000 excluding VAT (para. 181.1).
Dividends paid to a non-resident shareholder are subject to 15% withholding tax at the time of payment (sub-para. 141.4.2). A double tax treaty can reduce the rate when the shareholder is the beneficial owner and provides a certificate of tax residence (paras. 103.2 and 103.4). Who is responsible for the accounts when a firm keeps them
An LLC may outsource its accounting under a contract to a firm that provides accounting or audit services (Part 4, Art. 8 of Law No. 996-XIV). The financial statements are then signed by the company's director and the head of the service provider (Part 1, Art. 11).
The LLC's executive body is responsible for keeping company documents, and the chief accountant, if one is appointed, shares responsibility for accounting records and financial statements (Part 2, Art. 43 of the Law on Limited and Additional Liability Companies, № 2275-VIII). The contract therefore states who stores the documents and the database and how they are returned to the company.

Timelines
After the start, the work follows the Tax Code calendar. Monthly returns are due within 20 calendar days after the month ends (sub-para. 49.18.1), quarterly returns within 40 days after the quarter ends (sub-para. 49.18.2), and tax is paid within 10 calendar days after the filing deadline (para. 57.1). Micro and small companies submit annual financial statements by 28 February of the following year (para. 5 of the Procedure approved by Cabinet of Ministers Resolution No. 419). Income tax payers file their quarterly or annual financial statements with the tax return (para. 46.2).

Risks and why to hand the work to a team under contract
A late or missing return costs a UAH 340 fine per case and UAH 1,020 for a repeat violation within a year (para. 120.1 of the Tax Code). Under martial law, a taxpayer who could not file on time is released from the fine if the return is filed within six months after martial law ends (sub-para. 69.1 of para. 69, subsection 10, section XX). Officials are fined 8–15 tax-free minimum incomes (НМДГ) for keeping no accounting records or for false data in financial statements (Art. 164-2 of the Code of Ukraine on Administrative Offences, КУпАП). A buyer cannot claim input VAT on an invoice that was never registered in the Unified Register of Tax Invoices (ЄРПН) (para. 198.6), so a mistake or a missed registration deadline becomes a claim from the counterparty against the company.
The firm is liable to the company under the contract as a legal entity, and its head signs the financial statements together with the LLC's director. Corporate legal matters are handled by legal.ua.
